It's a shame law suits can't be filed. The spammers know darn well that they are an unwelcome nuisance. Posting multilpe messages that have nothing to do with the subject matter of the forum is quite deliberate and should legally be considered to be harrassment.
Civil matter?
Criminal violations under FTC regulations?

I suspect if they were in a U.S. jurisdiction you might be able to go after them under the DMCA for something, maybe circumventing a security measure, but most of them are in far off places. It's a shame, because aside from making us do some clean up the only people it hurts is people who might legitimately want to join the forum but who are posting from domains in foreign countries that are more likely to end up in the rejected bin.
