Just one reed? I would try curving the tip of the reed up a hair.
All reeds? I could either be that your harp gaps are just too tight. If it's every reed on any harmonica, then you are using too much force.

is it a blow reed? 4,5, or 6 perhaps? sounds like spit/tight gap.
if so i'd second what arzajac said. especially if the reed works intermitently.
sometimes there is debris in the slot. add moisture and the reed will sieze up. check clearance if you haven't done so already. ----------

Is it the same reed every time the reed advice above should fix it. If it's different reeds on different harps you may want to adjust your technique a bit. Rinsing your mouth with water before playing can help. Sugars from a wide range of beverages (milk, soda, beer etc.) are sticky and more likely to gum things up. Food can too. They can also make the harp harder on your lip. That layer of gunk will build up quicker and start chewing up your lip. But if it's just one reed on one harp it's more likely it's just a reed that's gapped really tight which is making it more susceptible to gunk than usual.

I set up my gaps pretty tight so I can sometimes choke a reed while playing, if I get a little too enthusiastic. I feel like an embouchure that's too tight results in spitting on the blow and especially on the overblows. To free a reed up I'll draw bend then overblow on the the hole until the stuck reed frees itself.

Thanks for the responses. It is usually either the 4d or 5d.
