Thanks to the encouragement of some folks on here last time I posted, I've actually being making good progress with tuning and not messed any harps up for a while. Despite this I'm experiencing a repeat problem especially with lower reeds that the pitch will waver around a range of 4-8 cents after tuning so when I play an octave the lower note will be jumping about. I suspect that I may be bending reeds out uf shape when i'm tuning so need to re-shape??
any advice appreciated.

Not sure Ed. do you know what it was like before you tuned it?

I've had reeds that won't give a stable tone, but either related to a leaky comb, embouchure issues, twisting reeds...maybe something else...

It's happened a few times on reeds that have bben ok until I started tuning em!

What do you mean by jumping about? Is it the needle on the tuner?

Tune the lower octave in relation to the middle octave - by ear. Only use the tuner to get close to the pitch, then fine-tune the pitch using your ears. Use a range of breath force to determine if you need to raise or lower the note. The tuner will be of no use to make those changes.

I test harps w/ hard breath force all the time to see how fast the choke on the blow. I do this especially for harps that OB or players that play too hard. You can set reeds to respond w/ soft and very hard breath. It's a feel thing when adjusting.

PS wavering is very normal.
