robert plant may not be the best harmonica player out there
but his playing on bring it on home is as good as anybody's still stands up today

There is a great video showing a ton of Metallica riffs they stole from other bands. George Harrison got in trouble for stealing a riff too. You could devote a whole website to famous musicians who stole other people's music (and someone probably has).

Well,
think it's OK to steal Zeppelins's licks then ;)

Anyway,
if jazz musician citat others licks/phrase in his impro, nobody complains, cause it's kinda common value and culture reference too.
