Depends on the ballad, I'd think. Are you talking about playing the melody line?

I think they are all practical if you play with enough touch and restraint. Are you going to play straight harp, or what position?

I play a lot of melody.

The lower the harp the less quickly it will respond. You could play 'Old Man River' on a pretty low harp. Playing 'If you want to be my lover' might be pretty tough on a low low f. I think any 'normal' harp (G on up) will work for melody. I suspect for most songs, if you wanted to, you could go a few keys down into the low tuned harps. You might want something in the range of the original vocal. I sang bass when I was in choirs, although I could go all the way up to tenor and even low alto parts in a pinch. When I'm singing something and playing harp on it too, I tend to gravitate to B or Bb harmonicas. It's a nice range for mid to low male vocals.

Of course, if you are replacing the vocals and doing purely instrumental covers you might want to consider doing the song in the original key and range the singer performed in. (Assuming it wasn't an instrumental to start). Be careful with the really high keys too. It's possible to play an F# harp to make beautiful music. It's also possible to turn it into a dog whistle.
