Just pick up a couple harps and try the two draw until it sounds "right". Rather, hit then two draw until it sounds like the tonic note. I'd say a D would be a good place to start in this instance, but I'm not positive.
Keep in mind though, a lot of these older recordings are just ever so flat, so you probably won't "nail" the key, but you can probably guess correctly anyway.
This one comes up quite often -he switches to a low C either a 12 or 14 holer
edit: wow - see how he seals of the end of the harp on the 9 blow (3.22) by slipping the corner of his mouth round it. What's he doing stroking the back of the harp with his fingertips - technique or showmanship?

MVLUN, the finger thing has come up in a couple threads. I've messed around with it to see if I could figure it out. It changes the tone, but it's really subtle. I've wondered if maybe he's getting the tip of his finger onto the reed. I've messed around with a tooth pick on reeds before, but that's not subtle. My guess is he's just using it as a really subtle hand wah.
