Does anybody know a good application that notates music as your playing into the mic? Preferably for someone on a budget?

I know of a bunch of applications where you drag the notes on the page but I find that even slower that writing by hand. Plus their like 300 bucks!

Don't know if this is quite what you are looking for but it may do to go on with if no-one comes up with anything else and It's FREE!
Free Seydel programs LINK#
If you look at this old thread you will see a link to take you through to a link the Seydel Website which has free software called melody recorder and free notation software.
The Melody recorder is a free harmonica tuner, so that when you play a note then press the plus button it will show the note played on the harp ie c,d,e etc and a number beside it (havent figured that out yet) you can then highlight the notes you've played and copy and paste them into Word or similar. It doesn't express it in +3 -2 etc., though.
I haven't looked at the music notation software yet and for all I know it might convert what you've copied and pasted into standard harp notation.
Anyway it's worth having a look at if only as a neat harmonica tuner which is adjustable to the frequency 444Hz etc., of your harp.

You mentioned the cost of music scoring software - so also worth checking out is MuseScore, which is essentially an open source free music scoring program (kind of a free 'Sibelius'. Doesn't convert sound to midi (although there are programs that do), but it does convert midi files to scores and vice versa.
Bottom line - I don't think there's anything that does exactly what you are after, but there are plenty of tools which will get you there in stages
