tony glovers book on blues harp was first published in 1965 in the chapter on 4th position he shows that the tonic is 2blow the subdominant is 6draw and the dominant is 3draw-this is now changed to 5th position-why the change?

The positions on harp were initially identified in the order that players simply discovered them (there was no formal pattern of intervals), the old guys who worked with 4th position would largely have been using 2blow as the tonic. However, those with an interest in musical theory saw that there was no consistent pattern to which position was which, so introduced the "circle of 5ths" method of naming positions.

Because the convention of naming positions by the circle of fifths is quite a recent development.

Early on it seems positions were pretty much named in the order people learned them in.
