Not sure if anyone here has a smartphone that runs the Android operating system, but I found a free app for tuning. Pretty nice, especially for free!
Note: I have -nothing- to do with the software, author or website, nor do I receive any compensation.. just a cool app IMO.

Ummm, errr... sorry, I don't know what that is...
If you have a Droid, get the app from the "Market" and install and play with it. And then you can tell me ;-)
Edit: I just looked at the config, there is a setting for "Markers @13.7" -- "Display markers 13.7 cents from target"
You can toggle on or off.
