I have a MB in A and a Sp20 in A. One has a clear strong 1-4 draw octave, the other one: when i hit the draw octave, the one hole waves like a tremolo harp. it will vary in speed depending on my breath force. what up with that?

Kyser the harp needs tuning properly. What you are hearing are "beats" this usually means that one of the notes (either 1 or 4 draw) is out of tune.
Also be careful that you aren't bending down one side of the octave when playing as this will give a similar effect.

When you do an octave like that, or any octave.
If you draw/blow harder and the beating speed increases, this means either sharpen the lower note or flatten the upper note.
If you blow/draw harder and the beating gets slower or stops flatten the lower note or sharpen the upper.

That is my favourite sound thro' bassman going into a solo. The sound makes the listener sit up and notice.

Both Kingley and 7LimitJI are telling you the truth here. Many players often have no idea how hard they're really playing and the harder you play, the more out of tune it gets.
Also, if you tend to play with a wet mouth, that can also effect the pitch as well. On top of that, your embouchure and even the SLIGHTEST difference in the way you shape the inside of your mouth does as well.
Those are things the average player NEVER considers at all.
