I want to send a CD track to someone, can anyone tell me an easy way convert it to an mp3?

Are there any programs on windows vista that will let me do this, or do I need to download something?

If you are able to rip the track from a CD, in the Windows player under 'rip music', you can go to the 'rip' tab (arrow) and 'more options', change the format to 'mp3'. Rip it and then you have the track saved on your hard drive as a mp3...

If you only have the track and no cd to rip, burn the track to cd and rip it from there as a mp3...

You can also use a program called Audacity. Very useful audio editing software and its free.
