When bending a note the top of my tongue starts to flutter as the air passes over it up by the soft pallet. Does anyone else encounter this issue.

Happens to me, but only when I've got my head stuck out the car window going down the highway.
Seriously, It's something you will probably unconsciously learn to control. Gone in a month, I'll bet.

Keep practicing, this is a muscle memory thing. Your tongue may need the exercise to become stronger.
