I can play this in second position on an A harp and hit all of the notes by adding a 5 overblow, but it sounds like there scoops on what would be the 5 blow that I cannot do. It's almost sounds like these are draw notes which just confuses me as to what harp is being used. If you want, skip to about 1:13.

I don't have my harps at hand, but my very quick impression is that the player is switching harps. The chord progression goes from E to A to B. (I to IV to V, pretty typical.) I believe the harp player uses three harps: A on the E chord, D on the A chord, and E on the B chord. Roughly the same scooped 3 draw to 4 draw lick in each case.

I think it's a "country-tuned" A, i.e., the 5 draw is tuned to D# (major seventh in E) instead of the normal D natural.

Country tuning gives you a Bmajor triad on draw 4-5-6.

I can see in the close up that PT is switching between harps, so Dr Gussow for the win.

I tried to jam along on this one. To my ears it sounds like he's switching cleverly between an A and D harp on the studio cut, and between a Bb and a Eb harp on the live video. Likely so he can get juicy inhale bends on the riff in cross harp. Draw 3 instead of blow 5?

(I think that's right?—edited after I listened again)

But then again it's PT Gazelle who is a friggin genius so who knows what he's really doing....sounds great.
