Windsavers are easy to replace yourself. Just takes a little patience. You should give it a go.
Other than that Mike Easton (harmonicarepair.com), Steve Malerbi (think you can find Steve on Facebook) ,Gary Lehman (Gnarly) and Greg Jones (GMajor7) would all be able to help you out.

I recently used Kevin Baker aka chromaticablues@gmail.com to totally rehab a 30 year Chromatica harp. It now plays better than ever and you can bend notes on the thing. He plays one extensively so he really knows what he's doing. He also worked on my CX12 and its playing like it never did with huge sounding octaves.
Turn around was quick, like a few weeks.

For chromatic players in Canada, there's Jeff Wilson. Terrific guy. But I hardly need to mention him - any harp player in Canada eventually gets to know Jeff.
