I'm thinking fo getting away from the cold and snow in Ontario for February...

where should I spend a month in the USA?

with good public transportation, good weather, and lots of blues?

would california be good?

@ iceman, Don't you mean Clarkesdale, Mississippi??
I go there once a year for the King Bisquit Blues Festival just across the Mississippi river. Great town for blues for a visit of a few days. However, most all the blues performers are locals, so week after week the same people are playing. I think for a extended stay in the US Ricks suggestions are dead on.

Come to San Francisco we have the saloon that has blues acts 7 nights a week, Steve Freund is there all the time. There is Biscuits & Blues which has soul food and blues, Aki Kumars jam is not too far away, Bobbie G's Pizza in Berkeley which is like a 45 min bart(subway) ride from Sf that has blues all the time. I saw Mark Hummel there no cover, and thats not even half of it. You could always see whats going on here:

AND were in a drought so no rain here, all sunshine. Haha.

The most active state for blues?

I second California's bay area.
Or the state of depression. That's appropriate for the blues, too.

Denver…hmmm, that should be a lot warmer than Ontario in February…..Maybe INSIDE at your jam session Rick.
