Probably downbeat. Setting looks like

0: no downbeat
2: 2/4
3: 3/4
4: 4/4
6: 6/8

What? No 5/4 or 7/8 settings!

Actually those bells can come in handy when trying to read a difficult piece. You metronome wont help in this regard on Dave Brubeck's "Take 5" or Mars from Holst's "The Planets"

Is your metronome electrnic of mechanical. I remember as a kid, playing with a mechanical metronome that had a bell like that on it. A little hammer would pull back and strike the bell at the appropriate time. I still love mechanisms like that.
