I have a bugera v5 Watt amp and it has had a 12ay7 change out. . So does anyone know of a good power tube for it that will dramatically change it in the response or tone department, maybe sag?.....

The 12AY7 is not a power tube. It is the preamp tube in your amp. Not sure what you're trying to accomplish, but if it is to change the gain, there are many possible alternatives. A 12AY7 is right in the middle of the available gain factors:
GAIN FACTOR 100: 12AX7 - aka ECC83, 7025, ECC803, E83CC, 6681 GAIN FACTOR 70: 5751 GAIN FACTOR 60: 12AT7 - aka ECC81, 6201, 6679, 6829 GAIN FACTOR 45: 12AY7 - aka 6072, 6211 GAIN FACTOR 41: 12AV7 - aka 5965 GAIN FACTOR 19: 12AU7 - aka ECC82, 5963, 5814, 6189
Your power tube is an EL84, also known as a 6BQ5. I am not aware of any substitutes for the power tube, though simply switching to a different brand may change the tone.

Hi I use to have that amp,
The stock 12AX7 is a crapy tube, the stock EL84 is not bad at all. I Put in it a EH EL84 and that give me a little more full sound, but I also put a 5751 on the preamp.
I think that a 12AY7 is a to low gain tube for that amp, because is a clean amp, not a hi gain amp.

The old addage, let the microphone do what the gain is supposed to do is what I was trying with the low gain tube.. it works, there isn't too much overdrive at #1-2-3 on the gain knob.it scares me the tones and harmonics you CAn get out of that little amp, whole other world of sounds..I was hoping to find someone who has already experimented with a power tube changeout on that specific amp bugera v-5 combo and would explain the changes in tone or response that it made...
