Fred - A chromatic will play every note in any key. The differences are that diatonic has no slide to remember to press to get sharps and flats, so instead you use bending, over blows and overdraws to get those desired notes. It's also generally speaking a much more emotive sound due to the technique that can be applied to those bends.
With a 16 hole chromatic you have an extra octave on the bottom so it can play every note over a four octave range. Whereas on a 12 hole that is reduced to three octaves.
You can play second position on any chromatic you don't need a 16 hole chromatic to do it. Paul deLay would most likely have had that chromatic made to enable him to utilise the extra octave available.
