I think Adam's scale from beginner to advanced intermediate on this site implies but does not specifically talk about breath control.
I would add that intermediates tend to blow out harps regularly, it is a clear sign of poor breath control. This control comes with hitting bends right, learning your blow bends, over blows etc. It allows you to play loudly without huge breath force.
BBQ Bob's first thing to tell beginners is do not blow so hard, but his advice goes further than that. Control your breath force is what he really is saying. I was stuck between Adams intermediate and advanced intermediate levels for about 30 years before I figured that out (and a bunch of other stuff from Adams and Jasons lessons and the great advice many of you here have). Now I blow out harps waaay less often.
