I downloaded a lesson from ronnie shellist on IV chord licks-I could not get past the fact that IV chord root notes which are blow notes,must be played over the IV chord ronnie demonstrates very well that I chord licks can be repeated over the IV chord

Hey Groyster...Jason said at HCH that if you want to play IV chord licks that you need to repeat what you did on the I chord....In other words, do a lick in 2nd position, then do the samwe lick in 1st position...otherwise stay with one chord licks.

A lot of harp players who primarily play blues have weak tone on blow notes. It's important to work at evening your tone out so that your tone on blow notes is as firm as your tone on draw notes. Draw tone may naturally always be a little stronger, so one has to devote conscious effort and attention to getting comparatively even tone on blow notes.
