Yeah I thought it was pretty poor too. Like, there's one thing being minimalist, and there's another just not knowing how to play. It really sounded like it was the kind of person that can't play a single note (only chords) and bends by accident.
Maybe it was a guitarist who just used the harmonica as texture for their guitar playing? It would be really sad if the person playing harp was a dedicated harpist.
