I just bought a new in open box 280c on ebay and was wondering if they usually require much tweaking to play decent or they are ok out of the box. I am not really familiar with Chromatics and how to adjust them. I should be getting it next week some time.

Perhaps, you should try playing it for a while before you decide it needs modification. Who know, maybe it will be completely playable upon receipt.

You should really consider the book "How to Make Your Harmonica Work Better" by Douglas Tate. It's a great book for chromatic upgrades.

There are many improvements that can be done. Like Joe L said maybe you'll get lucky and get a good one. For years I just did a little gapping then I started replacing windsavers. Anyone that plays the chrom should learn how to gap and replace windsavers. They all need attention after awhile. No one should let that discourage them. Chromatics are alot of fun.
