Since this thread has started ranging pretty widely, I'll throw in ABC as a pretty versatile electronic format with lots of open source "tools" written to transform it into PDF standard notation, MIDI sound files, etc. There is an existing Perl script that will add harp tab under standard music notation.
There used to be a Web form that would take an ABC file as input and spit out the harp-tabbed sheet music. It also allowed the music to be transposed for a selected song key and playing position. Pretty cool, but not available any more. Someone with a little time and some programming skills could reproduce it. Another Web site along those lines is www.harmotab.com, which has an associated Android app.
The problem with ABC format is that it has mostly be used to encode public domain music to avoid copyright issues. Lots of classical music, folk and Irish trad., etc. has been encoded, but not so much blues or pop music. There are tools to convert Band-in-a-Box and MusicXML formats to ABC, but unfortunately no simple tools for getting existing sheet music into ABC. ----------
