If you connect an amp to the PA via a line out, can you still hear the amp? Can the amp then function as a monitor?

Yes, that would usually be the case. The line out would not usually disconnect the speaker.
But extension speaker jacks usually do disconnect the internal speaker.
I just mention this because I've noticed sometimes folk confuse line out with speaker out, and it's important to be clear because consequences.

Agreed. Line outs are specifcally made for the purpose of sending the amp signal to another device while retaining the onboard speaker operation. Amps with headphone jacks WILL cut off the speaker when in use. I've used this method a time or two with little SS amps, but it's never an ideal route.

Dave is right about speaker jacks. NEVER plug any jack labeled with the word "speaker" to another amp or PA. Your world on stage as you know it will very quickly come to an end. A common confusion on these is the difference between EXTENSION speaker jacks and EXTERNAL speaker jacks. External speaker jacks will cut off the onboard speaker in most cases so only the speaker or speakers in your cabinet are running. Extension jacks, in a lot of cases, leave the onboard speaker running, and also drive your cabinet's speaker. But impedance on the extension cab needs to be correctly matched.

How ironic! Yes, extension/external are also prone to be confused, as demonstrated.

Not helped by the fact both are often abbreviated to 'EXT'.

I have 2 amps with line outs. both function as described above. One has a separate volume control for the LO. Works very well.
