They don't really move around much. I wrap mine, just to prevent scratches but when they're in that little nest of cable they aren't going anywhere.
There are ways to deal with foam. Problem is it distorts when you apply pressure. You can do simple shapes, make holes rather than excavations, then fill up the bottom. Or you can cover the foam with fabric to cover the rattiness, or use harder foam that's easier to work. Personally, I find it a PIA, and not only unnecessary, but undesirable. Harps need to breath. You play them, they get moist. Store them in foam, they stay moist longer.
I keep my tray full of harps, just to stop them jumping around. The lid closes down and there's no space for them to move up and down. They move <1/2" when I move the case from horizontal to vertical, and they stay like that until I open it.
I think foam is just bad news (grows mould, breaks up, smells bad, looks like crap), but we all have our funny little ways.

The lid is deep enough that everything rattles out of place..
I will probobly upgrade to an actual vintage box of sorts when I get more harps..

you could just put a bit of filler in the lid space. i think i showed you mine; just an old briefcase. i put some bubble wrap in the lid and covered it with fabric, but it didnt have a big gap to begin with...but yeah...more ways to kill a cat than just choking it with butter

Crown Royal bags help keep mics looking good.
