Well the Boss dd-3 out of the three would be my pick....
Though, I would personally suggest the Lone Wolf Harp Delay (Version2) to you.
You can pick them up used for about 25 dollars more thank you are looking to spend, on ebay (roughly). I ended up getting the LW Harp delay and have never looked back.
They can be found an Ebay-may be a little pricey,but they dont make tham any longer ,and work better than anything out there now.

The Boss RV-3 is not a delay pedal, it is reverb. It's an important distinction. They do not sound at all the same. If what you want is delay, the Boss RV-3 will be a disappointment. I think it sounds great, but it ain't delay.
Of the options you have, I would get the boss pedal. Everyone can nominate their favorite toy as the best, but you seem to have 3 choices at the moment. You will be happy with the Boss. I had 2 of them for a long time and used them a lot.
@Rick-uh-yeah. Better check again-it is Digital Delay with Reverb-and one of the better delays out there for harp.

@ Larry Abela - Depending on your tone/sound which you are looking to have. The original harp delay V1 was "dark" (<- is the word others have used) sound wise.
I bought the v2 and love it. Great for that slapback sound i was looking for, to round out my tone.

I have been lusting after the Vox DelayLab--not cheap, but cheaper than a Strymon or Eventime. I like delay a lot--ducking is a nice feature. I do looping too, the DelayLab has 28 seconds. Oh, and I have a DigiTech DigiDelay I can let go for cheap.

Larry Abela -The problem is you'll get so many different viewpoints from us all, that it'll probably leave you feeling even more confused. My advice is to take your mic and some harps to a local store (if you can) and try a few different delay pedals out through an amp. Or maybe try some that guitar playing friends have through your gear. That way you'll get an idea of the differences between them and will be able to pick the one you prefer.
Kingley touched on an important point: almost any pedal will give you different results, depending on what else is in the chain. I have 3 different delay pedals due to the fact that each of the amps I most commonly play through reacts differently to the different pedals.

Any of the Digitech RP series can be great with Richard Hunters patches. He has created lots of delay, reverb, and delay + reverb patches. You can easily find a cheap RP unit. Then spend $25 for the patches and you'll probably have all the delay/reverb combinations that you'll ever need. I'll mention this because it took me awhile for it to sink in. You don't have to use that amp/cabinet models with Richards patches. He has 60 patches that you can simply use in front of whatever amp you choose. This has turned out to be a really good option for me. The delays are excellent quality and I've got a variety for cheap! I like the Carbon Copy, the Lone Wolves are good for old Chess sounding stuff, but the MXR is my fav so far and cheap too....I still don't think the right one for us has been made yet, but I'm wicked interested in trying the Red Witch delay pedals... there are two...the first one does a few things combing different delays (I think) and the 2nd: a straight delay for cheaper (Seven Sisters series). I think one of those may very well be the deal or the "Deal-Lay" for me... Sorry couldn't HELP IT help it help it. now Im just making the same joke "again and again... again". Keep "repeating"...Ok Im stoping. I need to "Bypass" the rest of the puns! maybe cuz I'm "board", I now feel "Chained" to continuing these puns...Cuz Guess Im a "Lone Wolf" Ha!!!Definitley the "Boss" of the puns though! Last year I purchased a Sole Mate and I gotta tell you that thing is a really sweet piece of technology. Between the output level and depth controls you get all kinds reverb options. VERY nice unit. ---------- Alex
Having tried a wide range including the Lone Wolf and Boss examples, I will second Rick and Jasons recommendation of the MXR Carbon Copy. As soon as I plugged it in I knew it was right! Warm, rich and smooth.... ha ha sounds like a coffee advert!
Has anyone who has used other pedals noticed that the Lone Wolf has much more limited range in number of repeats and repeat time? I had one years ago, sold it, then switched to an Aqua Puss. Switched back to Lone Wolf (bought it again!), and although it sounds good, I'm not finding that the sweep of the knobs brings on changes in time and repeats as noticeably as in other delays (especially analog) I've used. I like supporting Randy, and I like that the impedance is buffered, as I sometimes use a ceramic element. And I mostly use it just for slap back, Chicago style. But for something deeper and more atmospheric, I have to dime all the knobs to get it. Is it me, or is it you? I mean the pedal?
As long as we are beating this horse-- I have owned a Boss GT-3 for many years, and started using it for guitar again recently. It would make a great delay pedal for harp, would have tons of other effects for free (including pretty good reverbs), and I bet you can find one cheap on eBay . . .
i agree with tmf714 the rv 3 will work as an echo it will give you echo or reverb or both!
disclaimer i have never owned one. but about 20 years ago a band came thru town, the guy was a local but i have not seen him since, but to this day i remember his name "victor"... because of his playing,and his sound. he had a jt 30 into an rv3 into a vintage bassman..awesome sound!
i think i have seen dale spaulding with one also.
i have the chandler digital echo it's not an echoplex but it's pretty darn close... without the hassle.
I tried the Carbon Copy and didn't like the way it messed with tone at all. While I liked the warmth of the after signal, I found it added excessive gain to actual amp tone which didn't sound pleasing to me.
I have since stuck with the Lone Wolf V2 which does a great job.
I use a Yamaha DDS-20M, if you are patient about $40 from ebay. I have recommended this to several people, no-one has said they disliked it.
In addition to the delay it boosts slightly the signal, and also colors the sound slightly in a way I like. It improves the tone of every amp that I have ever plugged into.
I have two and sent one to a known tech to have a 5Meg input installed in place of the 1Meg. Just to see if it made a difference. The original unmolested pedal is better.

I picked up the DelayLab for $150--lotta delays (30 models) and four seconds on all of them! And three looper models. Anybody tried this yet? PS My DigiDelay is still available, just saw the box.
I've owned a few delay pedals over the years and most of them whilst not bad pedals, were just not too my taste. Here's my experience of the ones I can remember.
Boss DD3 - Too cold sounding for my liking.
Pearl AD-08 - Very difficult to get a good setting, but when you hit the sweet spot it sounds great.
Lone Wolf V2 - Nice delay but lacking something to my ear. Maybe the V1 would be a better choice.
Belcat DLY 303 - Surprisingly good sound for a budget pedal. I'd use one again.
Danelectro DanEcho - Didn't like the sound of this pedal at all.
MXR Carbon Copy - Not bad, but not great either.
Boss DM-2 - Hands down the best delay pedal I've ever used. Very organic sounding, adds a lot of warmth to the signal and some distortion. The only delay pedal so far that I ever regretted selling on.
