The player is David Herzhaft. He's from France, and has an incredible album out called 'Jazzing Around'. I've had the album for a couple years, and am of the opinion this guy is one of the very best overblow players out there. His ability to play chromatically is demonstrated very well in this video.

Has anyone else heard of this guy?

That's cool and he does that well . . .
"Shred" videos usually connote those with humorous replacement soundtracks.

This is no replaced soundtrack! That's definitely his style of playing. On his album, one of the songs he plays is the Paganini Caprice No 5. Similar kind of ridiculous flexibility and virtuosity.

The other side of the sword is that it's illustrative of the intrinsic limitations of the instrument from a technical aspect. That is, it takes a "really good" harp player to play a song at a reduced tempo that a decent high school clarinet player can play up to tempo.
