Bb harp in third position. Remember to use a harp one whole step below the key of the song.

(or 2 steps clockwise on the circle of fifths. If you arrange your harps to the circle of fifths you just grab the second one from the song key.) ----------

Bob Dylan played the original in 4th position, which would require an Eb harp if the tune is being played in C minor.

FWIW, third position may not be the optimum choice because there is a minor IV chord that includes a b6. In 4th and 5th positions you can get the b6 without having to bend. For Cm in 5th position you would play an Ab Harp.
