I dunno if this makes any sense; I had a mic with '59 99H86 which I hoped would be a good mic but was disappointed. Tone was kinda lacking bottom, just high and thin. Tonight I took the 250k volume pot out of it...and I think it sounds better. I'm reserving judgement until I have a chance to try it in a jam etc...but is it even feasible a 250k pot would change the mic output this way?

I have two CR/CM bullets without volume pot and when I use BlowsMeAway vintage volume control I can not see any good/bad difference (don't know if it's 250k). But when I use the same VC on Shure533 and EV638 the tone drops quite a bit. I know that foam between the element and the grill can make noticable sound changes. I have a mic with a hysterical Calrad element that was cooled down with some layers of thin foam. The distance between the grill and the element could be adjusted a little by turning the gasket around and that could also affect the sound.

I use one of Greg's inline VC and have never had an issue, with any mic I used it on.

Yes, this was a JT30 shell with a pot wired in and fitted in the stand recess. I actually just accepted the 250k marked on the pot, I didn't measure it. Anyway I never liked that pot; it was too easy to move accidentally. In fact it was difficult to not move. So I'm happy to have taken it out. I planned to fit an MC 151 to this shell but first step was removing the pot and I just wired the CM back up in the meantime. And tested it in my champ...I thought it sounded fuller...checked against my favourite brown bullet...couldn't pick much difference. But: it was late and I was conscious of not making too much racket so maybe at higher levels I would hear more difference. I'm gonna be very happy if this 'dud' vintage element turns out to be as good as the element in my brownie

Whenever I had that problem of a VC pot being to easy to turn. I just put a dense foam or rubber washer around the shaft, usually cut them out of something, any thing springy I guess. Then you can tighten as much as you want against that foam/rubber, the farther down you push the knob, before you tighten the set screw, the harder it will be to turn. Worked for me.
