Find your own voice, but listen to lots of music- harp music, sax music, vocals,- your voice will be a collection of your influences. The more places you have to draw from the more combinations you'll have to mix with. If two people are cooking, a average joe, and a great chef, if all they has is boxed spaghetti, they can only make it soggy or al dente. If you give them some great spices, maybe some tomatoes or some cheese, and you'll see and taste the difference. The more ingredients you give them... blues, pop, metal, jazz, classical, world, Eastern, country... the more dishes they can choose to make the dish from, and the more unique and innovative they will be (and the more versatile.)

Frank...you can begin developing your own voice very early on if you have the right teacher.
This is something I do with all my beginning students.
Very effective and fun to see what they come up with.
My philosophy is very much not learn copy/paste licks, but start to develop your own sensibilities.
This doesn't mean that we never do transcriptions, but that we use them as a starting point rather than the end game.

Actually, there are a lot more than two paths...
There are no rules that are "mandatory" for innovation in music. If there were, no one would bend any notes on a harmonica, much less overblow.
There is you, your inner music, the instrument, and to what degree you can express that music in any way possible. The more you learn, the more you gain skill in using the instrument, but you must be aware that what you learn should free you to express yourself, not build walls that limit your expression.

What do you personally believe the most common Foundational Mandatory Essentials are.?.?.?
Which a Player "must first comprehend and master"...
In order to set the stage for innovation to emerge :)
